摘要
为了扭转我国在人口持续增长情况下耕地大量减少的失衡趋势，必须在实施耕地总量动态平衡战略的基础上，高度重视粮食生产，并实行土地的集约利用确保我国粮食生产和农业的持续发展。
There are Comparatively more people and less land in China,Cultivated land and reserved resources are extremely limited, to transfer the unbalanced situation of sustainble growth of population and greatly decreasing of cutivated land, to ensure steady in food production and agriculture sustaintable development,we must implement strategy of total Cultivated land dynamic equilibrium on the basis of put more emphasis on food production and land imtensive utization
