摘要
首先阐述了重大气象灾害应急工作研讨会的重要性、及时性及其重要意义,认为研讨会主题明确、观点突出,代表众多、涵盖面广,内容丰富、针对性强。其次,总结了2008年江西省抗冻救灾的主要做法:预测预警信息发布及时,为政府部署抗灾救灾赢得了主动权;各地灾害应急响应工作规范有序;抗灾救灾综合协调工作良性运转。并介绍了在抗冻救灾中得到的启示:科学运用各类应急预案是做好应急管理工作的重要保障;强化应急演练是做好应急管理工作的重要环节;密切配合、协同应对是做好应急管理工作的重要举措;加强人才队伍建设是做好应急管理工作的重要支撑。最后,对今后自然灾害应急管理工作提出了希望:完善各类自然灾害应急预案;加强灾害信息共享,建立应急联动机制;加强自然灾害监测、预警预报能力建设;加强灾害应急宣传教育。
In this paper, the importanee, timeliness and significance of the major meteorological disaster emergency seminar were elaborated, and it was thought that the seminar had a definite subject and prominent viewpoints, with numerous representatives and wide coverage, and was rich in content with high pertinence. Secondly the main relief methods of the 2008 freezing rain disaster in Jiangxi Province were summarized as follows： the early warning and forecast were issued in time that the government had won the initiative to take steps to carry out disaster relief; well-ordered disaster emergency response in various cities were carried out; the disaster relief coordination worked well. Furthermore, the lessons from the freezing rain disaster relief were introduced： scientifically utilization of each kind of emergency response plans was the important safeguard in emergency management; the emergency drilling was the important link in emergency management; closely coordination among different departments was the important action and the personnel construction was the important support. Finally, expectations were proposed for future natural disaster emergency management： to perfect all kind of natural disaster emergency response plans; to strengthen the disaster information sharing and to establish the emergency linkage mechanism; to strengthen the natural disaster monitor and the early warning construction; and to strengthen the disaster emergency propaganda and education.
