摘要
名目繁多的行政责任制度根据其着力点、控权机制和内在属性的不同,可以区分为分权工具、权利工具、测算工具、信息工具和道德工具等五种"理想类型"。不同的责任工具各有其优劣利弊,有各自的适用范围和效用空间,也有着不同的优化方式。责任工具的创新主要有两种途径,即工具机制的演绎或构造,控权机制的搭配或组合。
Various administrative responsibility system can be divided into 5 ＂ideal types＂, i.e. devolution instrument, right instrument, assessment instrument, information instrument and moral instrument. Different responsibility instruments have their own advantages and disadvantages, and their own scopes and effective space. The innovation of responsibility instruments has two main methods, i.e. change of instrument system and combination of power control.
