摘要
当前,西安市"城中村"改造工作已经进入一个新的发展时期。这不仅是西安市城改工作的新基点,同时也是新的社会矛盾与利益冲突的诱因点。本文在对新时期"城中村"改造进程中凸显出的新问题新矛盾进行分析的基础上,从相关法律完善、政府体制改革、社会保障体系与就业机制健全及村民现代意识培育等方面提出了一系列予以消弭与化解的对策建议。
At present, the village- incity renovation has already been in a period of new development in Xi＇an. It is not only a new base point of the renovation working, also is a new incentive burning of the new social contradictions and benefit conflicts. Based on analyzing the new problems and contradictions during the period of the village- in - city renovation, the article put forward to a series of countermeasures to averting and resolving them from perfecting laws, reforming system and improving social security system and employment mechanism and cultivating peasants＇ modem consciousness.
