摘要 政府的行政管理活动涉及到社会生活的方方面面,因此必须使之朝着维护公共利益,促进社会公平的方向进行。要达到这一目标,仅靠法律、权力等硬性约束还不够,还需要探讨行政人员的自律问题。由此引出行政伦理建设问题。要进行行政伦理建设,最有效可行的方法就是行政伦理制度化。但要针对不同的行政伦理规范,结合具体情况,选择合理的制度化方式。 The Government's Administration involves in every aspects of the society, so its direction must be controlled strictly to protect people' s interests and promote social justice. In order to achieve the goal, we not only need the tough rules such as law, power, etc, but also need to find out the way to ensure the administrator to perform fairly and to serve the people. Therefore, we need to study the problem of the self - constriction of the administrator. Then we must first solve the problem of administrative ethical construction. To achieve the goal, the best way is to systematize administrative ethics. However, not all administrative ethics can be institutionalized, which is to say, the institutionalization has its limits and range. Therefore, we should choose different way to systematize according to different administrative ethic and relevant situation.
