近年来我国房价持续上涨,国家颁布一系列相关措施,但调控效果却并不显著。原因在于,分税制下中央政府与地方政府之间存在利益的冲突。地方政府关注的是房地产发展对地方经济效益的贡献,而非国民经济的均衡发展。地方政府的消极支持,使得房价有增无减。
In recent years ,our country house price continues going up and the country promulgates a series of relevance measures, but the effect of regulating and controlling isn＇t notable.The reasons is that revenue-sharing system arises to the benefit conflict between the central government and the local government. That the local government pays close attention to is that the contribution of real estate develops to local economic effect , but not the balanced development of the national economy.The local government inactivity holding out leads house price continues to increase.
