摘要
现行的科技研发体制与机制的主要弊端在于:分割了研发的有机过程或全过程;容易产生高校与研究院所的"科研安逸环境依赖症";科技立项与评价机制带有明显的准计划色彩,导致科技成果转化率低、科研开发与市场需求脱节。经济发展方式转变迫切要求科技研发方式作相应的转变,这一转变的关键是实行全过程的研发管理体制,以产业化的成果或经实践检验的成果作为鉴定的依据,改变政府科技投入机制,加强教研、科技、产业三个管理系统的协同。同时,注重发挥中小企业在科技创新中的主体作用。
The paper makes a discussion on transformation of science and technology research methods from perspective of research system and mechanism.It considers that the main abuse of contemporary research system is that entire research process is segmented which makes universities and academies easily rely on cozy circumstance.Project establishment and evaluation of research are obviously planned which lead to low transfer ratio of research achievements.Under the background of change of economical development mode,research method of science and technology should change accordingly.The key is to take a supervision system throughout entire process and regard industrialized fruits or products verified by practice as proof of appraisal.Governmental engagement in research should reform to strengthen corporation among research,science and industry.Besides,main role of middle and small enterprises should develop.
