摘要
生态补偿机制是生态保护的有效经济手段,但目前生态补偿大部分还停留在理论阶段,需寻求具体操作的程序。论述了生态补偿纳入环境影响评价的可行性,探讨了当前生态补偿纳入环境影响评价的一些障碍,并提出了相应建议。
The ecological compensation mechanism is an effective means of environmental protection. But the ecological compensation mainly rested on the theory stage at present and concrete operation programs needed to be sought. The feasibility of bringing the ecological compensation into the environmental impact assessment was dissertated. Some obstacles of bringing the ecological compensation into the environmental impact assessment at present were discussed and some suggestions were put forward.
