摘要
德格土司制定的十三条成文法与历代西藏地方政府制定的相关法规有着渊源关系,而历代西藏地方政府制定的相关法规又与藏传佛教戒律之间有着内在联系。因而德格土司制定的十三条成文法,无论在内在指导精神还是外在表现形式上,都受到了藏传佛教的影响,尤其是藏传佛教戒律的影响。
The thirteen articles of statute law established by Tusi （the Chieftains of Dege Tribe） on the basis of unwritten law was directly influenced by Buddhist commandments in terms of its inner guiding principle as well as outward form of expression, hence the shaping of the social environment of leniency, catholicity and honesty and fairness. The unwritten regulation of ＂sealing the mountain pass, blocking access to the woods and forbidding hunting for games＂made Tibetan area a clean and unpolluted place of balanced ecological system with harmonious relation between man and animals.
