摘要
无论从理论还是从实践的角度讲,我国现阶段都必须选择"以工补农"政策。山西作为煤炭工业可持续发展政策试点省份,"以煤补农"成为"以工补农"政策的现实选择。实现具有地方特色的"以煤补农"政策,可以实现社会经济资源和政策资源的再分配,有利于山西农业、农村和农民的发展。
At present, China has to implement the policy of compensating agriculture with industry when viewed in both theoretic and practical perspectives. As a pilot province for the policy of the sustainable development of the coal industry, it is natural for Shanxi Province to implement the ＂compensation of agriculture with coal＂ policy with local characteristics. This policy promotes the redistribution of social economic and policy resources and contributes to the development of agriculture, the countryside and farmers.
