摘要
我国城乡居民的转移性收入已经成为社会主义市场经济条件下居民收入分配结构中的重要组成部分.中美之间的国际比较充分反映出我国城乡居民之间的转移性收入差距已构成城乡居民收入差距不断扩大的重要因素.通过调整政府转移支付政策来适度控制城镇居民转移性收入的规模,增加农村居民转移性收入的数量,既逐步缩小差距又允许差距适度存在已成为我国实现21世纪前20年目标的客观要求.
The transfer income of Chinese citizens has defined itself as a crucial component of the income distribution pattem in socialist market economy. The comparisons between China and the United States in the transfer income of citizens indicate that the gap between the transfer income of Chinese urban residents and that of rural residents has contributed greatly to the increasing gap between the total incomes of these two groups. Consequently, to ensure the achievement of China＇ s goal of the first twenty years within the 21st century, the Government shall adjust the policy on transfer payment in order to maintain appropriate control on the scale of the transfer income of urban residents, and increase the transfer income of rural residents, which together will not only narrow down the income gap but also allow the existence of a moderate gap.
