摘要
党的十七大提出建设"人力资源强国"的宏伟目标。面对这一新要求,相应地高等教育也要从大国向强国转变。高等教育"由大变强"的落脚点就是提高高等教育的质量。经过百年的发展,美国的高等教育质量认证体系具备了较为成熟的理论品质和丰富的实践经验。作者着眼于分析美国高等教育质量认证体系的合理性特征,在此基础上来阐述它给我国实施"高等教育强国"战略所带来的启示:在机制上如何建构我国高等教育的质量保障体系。
The Seventeenth National Congress of the Communist Party of China claimed the great aim of ＂reinvigorating China through human resource development＂. Higher education will also march towards the goal, and the foothold is the quality. Having developed for a hundred years, the higher education in the United States has gained mature theory and rich experience. The thesis aims at analyzing the reasonable characteristics of the quality authentication, the inspiration it has brought to our policy of ＂reinvigorating China through human resource development＂ and the safeguard system to the Chinese quality authentication in the higher education.
