摘要
首都是国家最高政权机构的所在地,是国家的政治和权力中心。首都所在地的确定对国家的大局有着极其重大的意义和影响,成为历代统治者及其最高权力当局立国施政的首要问题。公元330年,君士坦丁将罗马帝国的都城从罗马迁至拜占廷。这一果决的迁都之举不仅关涉到罗马帝国的发展,而且影响到未来几个世纪欧洲的历史发展进程。
The capital is a country's highest seat of government agencies, and is the nation's political and power center. Determination of the location of the capital is of great significance and impact for the overall situation of the country. It becomes the most important issue for the highest authority. Constantine moved the capital of the Roman Empire from Rome to Byzantium in 330B.C. This decisive move not only concerned the develop- ment of Roman Empire, but also affected the future of European historical development process.
