It is one of the important characteristics of Jiaopin( 交聘, the feudal princes send regards to each other periodically through messengers) system for messengers to be the intermediary to send regards in the Zhou Dynasty. A relatively perfect dispatch system has formed at that time, which normalized the appointment, duty, behavior of messenger and the components of mission. The appointment of messenger and other mission members was conducted by monarch, Zai (宰, government official)and Yousi (有司, official)according to different levels. The Jiaopin mission consisted of Jiaopin messenger, service personnel and armed guard, who on the one hand, divided their work, on the other hand, cooperated closely with each other so as to accomplish their mission. Jiaopin mission not only played an important role in the Zhou Dynasty, but also provided a chief source for the system of Jiaopin diplomatic envoy of Han, Tang and other dynasties in ancient China.
