摘要
与传统刑事犯罪相比,当前我国刑事犯罪专业化、流窜化、职业化、智能化、有组织化、高科技化趋势明显,刑事犯罪的上述特点对侦查工作提出了极大的挑战,传统的侦查手段例如现场勘查、摸底排队、现场访问等手段在应对新型的刑事犯罪已逐渐捉襟见肘,其工作的低效率已不适应信息化社会打击刑事犯罪的需求。如何改变目前侦查工作的被动局面,转被动打击为主动出击,从而提高侦查工作的效率与精度,把"情报信息主导侦查"机制引入侦查工作成为众多专家学者的共识。"情报信息主导侦查"工作机制代表了一种最新的侦查理念和侦查方法,通过"情报信息主导侦查"工作的机制的实施,改变侦查工作被动出击、穷于应付的局面,提高侦查机关打击刑事犯罪的效率和精确度,以应对新的形势下侦查犯罪的需要。
Compared with traditional criminal crimes, our country＇s present criminal crimes become more and more characterized with specialization,vagabond,profession,intelligentization,organization and high- tech. The above -mentioned characteristics of criminal crimes have provided great challenges for detection work. Such traditional means of detection as crime scene investigation,on- site visit and so on feel powerless in dealing with new types of criminal crimes ,and its low working efficiency can no longer meet the need of fighting criminal crimes in information society. How to change the present negative situation of detection work, convert passive fighting into initiative attack, and introduce the mechanism of information guiding detection into detection work, thus to enhance the efficiency and accuracy of detection work has become the consensus of many experts and scholars.
