摘要
针对目前科研项目在研阶段忽视进度和质量目标统一的实际，提出了科研项目研究过程中必须实施过程质量控制的思想。文中着重阐述了实施质量过程控制的必要性。
In the procedure of scientific research, the role of speed corresponding to the aim of quality is always ignored. Based on this view of the point, the concept which the procedure quality controlling must be jonied with scientific research management is proposed. In this paper, the necessity, feasibility and some foundamental work of the control have been discussed.
