摘要
目的为保护广大劳动者健康及相关的权益,按照《中华人民共和国职业病防治法》及与其配套的法规规章的要求,职业卫生技术服务机构必须实施资质认证。方法依照《检测和校准实验室能力认可准则》、《实验室资质认定评审准则》、《职业卫生技术服务机构管理办法》等相关标准及规定,编制出《湖南省职业卫生技术服务资质认证指南》及《湖南省职业卫生技术服务资质认证标准》。结果全省共举办各专业培训班23期,共2 229个专业技术人员取得上岗证,已有13个市(州)、17个县级疾病预防控制中心,12个综合医院取得相应级别的资质认证。结论规范湖南省职业卫生技术服务行为,既是提高服务质量的必然要求,又是预防、控制和消除职业病危害的重要举措,通过资质认证,促进了湖南省职业卫生服务的技术能力和管理水平的提高。
Objective To protect workers＇ health and relative rights, according to the Law of the People＇s Republic of China on Prevention and Control of Occupational Diseases, occupational health services must implement qualification authentication. Methods In accordance with Accreditation Criteria for the Competence of Testing and Calibration Laboratories, Evaluation Criteria for Laboratories Qualification Authentication, and Management Regulations of Occupational Health Services, Hunan Provincial Manual for Qualification Authentication of Occupational Health Services and Hunan Provincial Standard for Qualification Authentication of Occupational Health Services were drawn up. Results Twenty - three professional training courses were held in Hunan Province, and 2,229 professional technicians were qualified. Altogether 13 city or prefecture grade DCDs, 17 county grade CDCs, and 12 comprehensive hospitals have obtained corresponding qualification certificates. Conclusions Standardizing occupational health services in Hunan Province is not only the requirements of improving service quality, but also the important measures in preventing, controlling and eliminating occupational diseases hazards. Technical capability of occupational health service is improved and management levels are promoted through qualification authentication in Hunan Province.
