摘要
乾隆"用人以罚",此种驭臣术是对传统理想君臣关系的逆转。"用人以罚"是乾隆吏治的组成部分,当朝名臣刘统勋三度起伏便是具有代表性案例。封建帝王无论采取何种方式驾驭臣属,其目的只有一个:加强王权,强化王权统治。但"用人以罚"并不利于涵养大臣气节,不利于国家行政机器正常运转,负面效应远大于正面影响。
Qian Long＇ s ＂ punish officials＂ is the reversal to the traditional relation of emperor and minister. It is the integral part of Qian Long＇ s officials system, the typical example is the three promotions and demotions of the famous minister of the Qing Dynasty Liu Tongxun. The governing way of feudal emperor has only one aim, emphasizing his governance. The ＂ punish officials＂ is not conducive to protecting the minister＇ s integrity and the normal operation of country, the negative effects is more.
