摘要
社区矫正是与监禁矫正相对的行刑方式,其在我国试点实施已近五年,但实施过程中的某些问题严重制约社区矫正制度的发展。构建我国社区矫正制度发展的长效机制目前必须要解决的问题是:完善社区矫正立法、统一刑罚执行权、加快非政府组织的培育、加强对司法所人、财、物的保障。
The community rectification is an opposite form to imprisonment rectification. It was put in practice five years ago. But the serious problems in practice imited the development of this system. To construct long - term development system of community rectification,we need to solve the fellow problems ： improving the legislation of justice institutes form people, finance and material.
