摘要
集镇空间规划,是政府对乡村与集镇土地资源利用和景观重构实施干预的重要手段,也是引导乡村城镇化和新农村建设发展的重要方式,成为地理学者积极关注和广泛参与的实践领域。以苏中、苏北的10个样本集镇为例,对江苏中小型集镇空间规划的实践进行理论梳理。从典型案例分析来看,中小型集镇的发展特点决定了其空间规划的对应思路,应强调集聚式、团聚状形态,妥善处理好集镇与过境公路和对外交通的关系,强调建设宜人的居住环境,以发展促建设,使规划起到既能指导集镇建设又能寻求集镇发展突破口的作用。具体而言,在集镇的规模预测、性质定位与主导产业选择,路网结构和过境公路与集镇空间形态规划的关系,以及促使集镇功能结构合理布局与景观重构的方式等方面,应因地制宜并形成特色。集镇的空间规划还要体现集镇与周围乡村的空间联系及其中心承转职能,重视空间规划与集镇社区文化之间的关系,借助传统文化要素体现规划的民族特色。
Spatial planning affects the restructuring of the landscape and the use of rural and urban land resources, and is thus a key part of urbanization in rural China and efforts to build a ＇new countryside. ＇ This paper describes spatial planning practices for small-to-medium size towns in Jiangsu Province, using examples from ten towns in northern and central Jiangsu. First, the typical characteristics of town development are summarized and linked to corresponding planning measures. We suggest that spatial planning practices should emphasize appropriate spatial concentration, the location of transportation links, and the construction of good residential environments. Importance should be attached to economic development in the practice of spatial planning, so that planning functions to both guide construction and support economic development. Based on the ten case studies, the spatial planning of towns are discussed from three aspects： town characteristics, including projected population size and urban area and main industries ; the relationship between the road network and spatial morphology ; and the functional structure of towns and the process of landscape restructuring. Finally, we suggest that planning should take into account the spatial relationship between towns and the surrounding rural region, and reflect the functions of these towns as both the core of a rural area and the hinterland of larger cities. In rural China, the culture of community is an important aspect of the rural landscape, and spatial planning should be linked to the cultural evolution of town communities.
