摘要
新农村建设中的一个基本问题是如何发挥乡镇政府的主导作用和农民的主体地位。农民专业合作组织是维护农民主体地位的重要保障。本文在简述国内外学者有关乡村治理理论的基础上,分析了新农村建设中乡镇政府的主导作用与农民的主体地位,以及农民专业合作组织在维护农民主体地位的保障作用,进而论述了乡镇政府职能转变与农村合作组织发展的相关性,提出了乡镇政府职能转变与农村专业合作组织发展的几点政策性建议。
One key question of building a new countryside is how to make countryside governments play leading roles with farmers as predominant roles. Professional cooperation organizations of farmers are important protection for safeguarding farmers＇ predominant roles. On the basis of introducing foreign theories related to countyside governance, the text analyzes the leading role of countryside governments and predominant roles of farmers. Then we analyze the protection of farmers＇ cooperation organizations for farmers＇ predominant roles, the effect of countryside governments＇ functional transformation on countryside cooperation organizations. At last, we answer how to press countryside governments functional transformation and countryside cooperation organizations.
