摘要
本文从矿产资源的不可再生性及有限性出发,说明对矿产资源采取科学管理方式的重要性。本文论述了现存的矿产资源的管理制度的两种形式:土地所有权制度和矿产资源所有权制度,论述了我国矿产资源利用管理制度现状,分析了在现存矿产资源所有权形式下矿产资源开发利用和管理中存在的问题,指出了矿业发展与矿山生态环境恶化的矛盾日益明显,提出我国矿产资源管理制度多元化发展以及所有权制度与土地所有权一体化的建议。
Mineral resources have limits and are never recovered through their circulation, so it is important to take a scientific management. This paper illustrates the present two mineral resources management systems, land ownership system and mineral resources ownership system, expands the present status of mineral resources management system, analyzes the emerging issues and the worsening contradiction between mineral development and management under the existing mineral resources ownership, and presents some suggestions that mineral resources management system shall have more forms and incorporate land ownership system and mineral resources ownership system.
