浅析企业QC小组发展的制度瓶颈及其改进思路

摘要 我国从1978年开始开展QC小组活动,至今有20多年了。QC小组旨在运用PDCA科学活动程序来发现问题、解决问题,实现质量改进“螺旋上升”。企业组织开展QC小组活动需要具备制度、资金、时间、场所、培圳、经验等诸多要素,文章认为,制度对资金等其他要素做出规定,是关键要素,因此,制度“短板”是QC活动发展的真实“瓶颈”。企业要持续有效地开展QC小组活动并提高活动水平,需从制度入手,加强以下三方面的工作:建立并落实课题管理制度,加强活动过程督促与指导,完善并实施更具行业特色的QC成果评价、交流、推广、利用、奖励的“五位一体”新机制。 The Chinese initiated QC group into move from 1978, more than 20 years until now. QC group is for the purpose of using the Plan-Do-Check-Action operating cycle to find and solve problems in daily work, and to fulfill the "the spiral rise" of quality improvement. Six factors are essential when enterprises initiate and develop QC group, including If one factor seriously lacks, it could restrict the QC institution which is fundamental makes stipulation to system, fund, time, place, training, and experience. group to move ineffectively. This article analyze that the other five factors, the institution when becomes "the short board" is the real "bottleneck" in QC group activities. Therefore, if enterprises decide to carry out QC group activity continuously and effectively and to advance its level, it makes sense that they obtain from institution factor and strengthen three aspects followed, including establishing and implementing topic-control system, supervising and controlling over activity process, consummating and implementing "a five body" profession mechanism of QC achievements' appraisal, exchange, promotion, utilization and reward.
