摘要
目前,在城市管理方面暴露出了很多问题,暴力执法和暴力抗法的事件时时见诸报端。产生这种现象的原因是多方面的,其中立法的缺陷是产生这些问题的重要因素之一。本文试图以哈贝马斯商谈理论为框架,梳理城市管理立法中的问题,并提出改进意见。
At present, there are many problems on adminstration of cities. Enforcement the law violently and defiance the law violently are showen on newspapers. There are mang reasons laeding to the phenomenon. The important fact is the legislative flaw. This paper tries to put in order to the problems of legislation for adminstration of cities under the framework of Jurgen Habermas discoures theory, and introduce to better advices.
