This paper points out the general misunderstandings in conservation and rehabilitation for historic district and urban renewal, introduces the definitions of historic district and old city, enumerates their differences and relations in the respects of scope of application and specific measures, to make the perfect city protecting and refresh planning, and make the continuous develop of the city come true.
