控制性详细规划是控制土地批租、出让的重要规划依据,其实施对建设项目开发行为和城市规划目标的实现有着至关重要的作用。控制性详细规划实施评价是全面有效地考察规划实施的结果和过程、及时反馈实施效果、发现实施过程中的缺陷、进一步保障各方利益(尤其是公众利益)的重要手段,其方法和步骤为:建立一套可操作的指标体系(找出问题),进行分类分析和综合分析(分析问题),提出规划对策和调整意见(解决问题)。
Regulatory plan is important in controlling land rent and remise, hence its implementation is crucial to the realization of development and planning goals. The appraisal of regulatory plan implementation is a comprehensive process which reflects its merits and defects to protect public value eventually. The appraisal firstly set up a feasible index system, and then makes separate and overall analysis, and finally puts forward planning measures.
