摘要
本文拟根据循环型城市内涵,构建循环型城市建设绩效评价的DSR模型,分析城市经济发展、资源减量利用、污染物减量排放、资源再利用和资源环境安全等对循环型城市建设绩效的贡献机理.文章引入"建设循环度"和"发展协调度"两个特征向量,将不同时序年份的评价结果进行了空间二维定位.同时对广州市1990—2004年城市发展数据进行实证分析,结果表明其综合绩效水平大部分处于弱循环层次,城市发展的协调水平相对较高,而城市建设的循环度有待提高,循环经济的社会意识亟待普及和加强.最后就加快广州市乃至全国循环型城市建设提出了政策建议.
According to the concept of recycling-city,we constructed the index system of performance evaluation of recycling-city construction based on DSR model,and then analyzed the contribution mechanism such as the city economy development,resource decrease using,contamination decrease let,resource recycle and resource and environment safety.The author also extracts two characteristic vectors： construction recycling degree and development harmony coefficient and allocates the two characteristic vectors in a two-dimension spatial of the city development evaluatim result.Then the author analyzes the data of urban development in Guangzhou City from 1990 to 2004.It indicates that the level of performance evaluation is mainly in weak-recycling.The characteristic vectors of development harmony coefficient are relatively higher,whereas those of the construction recycling degree are generally lower,Management consciousness of citizens must be enhanced urgently.At last some advices are put forward to quicken the construction of recycling-city in Guangzhou City and in the whole country.
