摘要
为解决电网建设资金不足,拓宽电网建设融资渠道,一些创新的融资方法如资产证券化、融资租赁、BOT融资等正在被研究或应用。项目融资租赁是融资租赁与项目融资相结合的一种创新融资方法,它具有项目导向性、有限追索性、以融物代替融资、所有权与使用权分离等特殊属性。通过论述项目融资租赁的特殊属性和电网建设融资的需求特点,论证了电网建设融资应用项目融资租赁是可行的,指出了其操作要点。电网建设融资应用项目融资租赁已经具备了基本条件,但仍有一些内容需要进一步研究。
To solve the problem of the shortage of power grid construction capital and to widen financing source, innovative financing modes such as ABS, financial leasing and BOT were studied and used. Project financial leasing is an innovative financing mode that combines financial leasing with project financing. It has some special attributes such as project guiding, limited recourse, goods financing instead of capital financing and separation usufruct from ownership. Through analyzing the special attributes of project financial leasing and the requirements of power grid construction financing, it is demonstrated that applying project financial leasing to power grid construction financing is feasible, and the operation outline is pointed out. There exist basic conditions for applying project financial leasing to power grid construction financing, but some contents require to be made further research on.
