摘要
当前,我国政府部门职能分工的状况不适应经济社会发展和市场经济体制的需要,政府机构和政府职能仍然存在着诸多不相适应的方面,如政府过多地涉足微观经济领域,政府部门之间的职能交叉、政出多门、权责不清现象十分突出,政府部门设置过多,决策、执行、监督职能配置不够科学,等等。同时,目前经济运行中存在的一些突出问题也与政府机构改革相对滞后、政府机构设置过细密切相关。探索实行职能有机统一的大部门体制,是发展社会主义市场经济的客观需要,是加快行政管理体制改革的内在要求,是提高政府行政效能的必要举措,可以减少部门之间职能交叉和权限冲突,降低协调成本,提高行政效能,有利于建立统一、精简、高效的服务型政府,是我国行政管理体制改革的方向。借鉴发达国家实行大部门体制的经验,在我国推行大部门体制改革,必须着重解决大部门体制改革与既有的权力结构和运行机制的协调问题、大部门的约束与监督问题、大部门体制改革与部门利益膨胀问题以及大部门体制改革涉及的更深层次问题,明确大部门体制改革的主要目的和主要模式,坚持循序渐进的改革思路,先从中央部委层面开始,逐步扩大范围,在地方推开,并将其纳入政治体制改革方案中,首先从职能交叉突出、矛盾比较突出、矛盾相对集中、外部反映呼声大的一些部门开始,处理好权责一致与合理分工的关系,优化结构与提高效能的关系,决策、执行与监督的关系,立足国情与借鉴国外的关系。
