摘要
本文总结了工业固定资产投资项目节能评估的程序、内容和方法,认为工业固定资产投资项目节能评估相当于项目投资决策前的能源审计,所以能源审计的程序、内容和方法大部分可以运用到节能评估中,关键是对项目能源利用的科学性、合理性进行评估。同时,还必须对项目能源管理、能源计量器具配备等进行评估,从源头抓节能,从源头规范能源管理,从源头减少能源浪费,为项目建成后的能源高效合理利用及节能管理打下坚实的基础。
The article summarizes the processes, contents and methods of energy saving evaluation of industrial fixed assets investment projects. Energy saving evaluation is just like energy audit before making decisions for a capital investment project. Thus most part of the processes, contents and methods of energy audit can be also used into energy saving evaluation. The key point is that the energy utilization should be reasonably evaluated. Meanwhile, it is absolutely necessary to evaluate energy-management, energy measuring instruments of the project and so on, so that we can obtain energy saving from very beginning, regulate energy management and cut down energy wasting from very beginning to make solid foundation for the highly efficient use of the energy, and energy saving management after the project is completed.
