摘要
治安管理与道路交通安全管理同属国家警察行政管理,都是全国人大常委会制定的普通法律,地位是同等的。二者的区别在于:一是治安管理不同于道路交通安全管理;二是《治安管理处罚法》加强了与《道路交通安全法》等法律之间的协调性;三是行政处罚的追究期限不同。执法实践中应正确、灵活地运用《治安管理处罚法》和《道路交通安全法》,使执法活动更加严格、公正、规范。
There are differences between the ＂Law on Punishments in Public Order and Security Administration＂ and the ＂Law on the Road Traffic Safety＂. We should apply the laws correctly and elastically, and enforce the law more strictly and impartially.
