由于局势动荡以及资金困难等原因,伊拉克战后重建工作进展缓慢,并主要围绕着与百姓生活密切相关的水、电、通讯等领域进行,石油生产尚未恢复到战前的水平。伊拉克战后石油工业重建的近期计划包括:加大北部上游投资力度;改善油藏管理;发展下游产业规划。长期勘探开发规划包括开发国内30余个已经发现或部分探明的油田和对近60个区块的勘探。中国参与伊石油工业重建的有利条件包括:中伊两国关系友好,两国人民有着传统友谊;中国政府对伊战后重建给予各种支持;战前与伊有业务往来的几家中国石油公司,战后仍积极开展工作。不利因素包括:1)美国的控制;2)对外合作无法可依;3)国内外竞争十分激烈。伊拉克局势复杂多变,中国的石油公司要参与伊拉克战后石油工业的重建工作,不仅需要企业的积极参与,更需要政府部门的指导、协调和政策支持。
Due to many reasons such as the political chaos and difficult funding,the postwar reconstruction in Iraq has been slow,which mainly centers on areas closely related to people's life,such as water,electricity and communication. The oil production in Iraq has not been restored to the pre-war level. The short-term plan of postwar oil reconstruction in Iraq includes: to increase the investment in the northern upstream area to improve the reservoir management; to develop the downstream industry plan. The long-term exploration plan includes the exploration of more than 30 oil fields that have been discovered or partly proved and nearly 60 blocks. The favorable conditions of China participating in the reconstruction of Iraq include: China and Iraq is on good terms,and the two countries have had a traditional friendship; the Chinese government gives multiple support to the postwar reconstruction in Iraq; several Chinese oil companies had been conducting business with Iraq,and they are having business with Iraq actively after the war. The unfavorable conditions include: 1)the control by the U.S.; 2) there is no law to abide by in cooperation with overseas partners; 3) the competition is very fierce both domestic and abroad. The political situation in Iraq is complicated and changeable,Chinese oil companies need not only active participation but also guidance,cooperation and policy support from the government to take part in the postwar oil reconstruction in Iraq.
