摘要
高校人才流动中出现的"马太效应"是由于地位和名誉能够给人带来效用以及人才有成就需要而造成的。这种人才流动现状使流出单位人才匮乏,流入单位人浮于事;使社会人力资源配置状况恶化;使个人人力资本投资得不到应得的回报,从而导致社会人力资本投资需求减少和未来人才资源短缺。国家应该建立合理的人员流动机制;高校要营造有利于人才成长的工作环境;各级政府和部门要促进高校校际合作,实现人才资源共享。
The "Matthew Effect" in the Talents Mobile of Universities appears just because status and honor can bring utility to man economically, and talents care much more about achievement needs. Such un-equilibrium talent turnover may result in either talent shortage or talent surplus of universities, in the worsened human resource allocation, and in the under return of individual human capital investment and thus in the future talent supply shortage. To correct such a situation, our country should establish a reasonable talent mobile mechanism; universities should create a working environment favorable for talents to grow up; and all levels of government must try their best to stimulate the cooperation among universities, so as to share talent resources in the whole society.
