摘要
国际外包为发展中国家融入全球生产分工体系,促进产业升级提供了难得的机遇。在产品内分工迅速发展的背景下,国际产业转移模式正逐渐从垂直FDI为主导向国际外包为主导的方向演变。发展中国家通过承接国际外包可以充分发挥比较优势,促进劳动生产率的提高和产业技术水平的提升,并快速切入全球高技术产业链条。通过调整产业升级思路、提高交易制度的效率、加强自主研发能力和注重人力资本投资等方面的努力,发展中国家可以更好地实现国际外包对产业升级的促进作用。
International outsourcing provides into global production-specialization system and a good opportunity for developing countries to enter promote industrial upgrading. Under the background of the rapid development of intra-product specialization, the model of international industry shifting is evolving from vertical FDI towards international outsourcing. Developing countries can use their comparative advantage fully, and raise their productivity and upgrade their industrial technology level by taking international outsourcing. There also exits a shortcut for developing countries to enter global high-tech industry chain by taking international outsourcing. Through the effort of adjusting the method of industrial upgrading, raising the efficiency of transaction system, strengthening the capability of self research and development and paying attention to human capital investment, developing countries can better realize the promoting role of international outsourcing to industrial upgrading.
