摘要
在系统论与协同论的基础上论述了灾害管理能力及其影响因素,指出了灾害管理能力的建设依靠创新,提出了灾害管理能力整合的理论构想,明确了灾害战略管理的目标定位。
Based upon system and collaboration theory, this paper first deals with the sense of capability of catastrophe managing（CCM） and the elements press influences upon it. Second it points out the construction of CCM is relied on the management elaboration. and it asserts the strategic targets of CCM. Then it poses the thought of collaboration of CCM,
