摘要
在系统论与协同论的基础上论述了灾害管理能力及其影响因素,明确了我国实施灾害管理的战略目标,指出实施灾害管理的重要途径。
Based on the system theory and synergism theory, this paper discusses on the disaster management strategy and its influencing factors, makes clear the strategical targets of implementing the disaster management in our country, and points out several important paths for implementing the disaster management.
