摘要
发达国家把观念化、抽象化的职业教育立法指导思想转变为规范化、具体化的职业教育立法原则,作用于立法主体的行为,成为各国进行职业教育立法活动的准绳。英、法、德、美、日五个发达国家职业教育立法的基本原则体现在:以立法促进职业教育的发展;满足社会需求的原则;培养"职业人"的原则;以先进的职业教育思想为指导的原则;职业教育的办学效益原则。这些基本原则始终系统地发挥作用,把立法的法治、民主、科学的普遍原则贯彻到职业教育立法的实践中。
The behavior of developed countries transforming conception and abstraction vocational education legislation guidance thought into standardized and materialized legislation principles and acting on legislation subjects has become yardstick of legislation activities of vocational education in many countries. The basic principles of vocational education legislation in England, France, Germany, America and Japan embody in the following: enhancing the development of vocational education by legislation; satisfying social demand; cultivating vocational person; taking advanced vocational education thought as the guidance; giving attention to school running benefit. These basic principles exert role systematically and carry out general principles of nomocracy, democracy and scientificity into the practice of vocational education legislation practice all long.
