摘要
公共安全与公共危机是一对悖论，公共安全意味着公共危机的有效管理和克服。作为公共安全的武装力量之一，警卫部队是天然的公共危机管理者，必须主动适应新形势新任务要求，认真考量公共危机引发的对警卫对象的安全问题，寻找警卫安全与公共危机管理之间的契合点，建立和完善警卫部队的公共危机管理体制机制。
Public security is contradictory to public crises, which means effective administration and overcoming of public crises. As one of armed forces for public security, the VIP - protection force is naturally an administrator of public crises. So she must, actively, adapt herself to meet the demands of new situations and new tasks. And it is necessary for her to take seriously into consideration the problems of safety of the protected VIPs, derived from public crises, and seek for the tallying points between safety of VIP - protection and administration of public crises, and build up and make perfect her own systems and mechanisms of administration of public crises.
