摘要
基础教育均衡发展是当今世界各国教育发展的趋势。但现阶段我国义务教育发展不均衡状况十分严重。主要表现为区域不均衡、城乡不均衡和区域内部不均衡三个方面。造成义务教育发展不均衡的主要原因是义务教育投资体制不完善、国家对义务教育的投入不足和各级政府事权与财权不对称等。本文在分析、研究的基础上,提出了解决义务教育发展不均衡问题的几点对策。
Equilibratory development of the basic education is a educational development tendency of all countries in today＇ s world. However, in the current stage, unbalanced development situation in our country＇s compulsory education is quite serious. Mainly embodies in the three respects as regions are unbalanced, city and town are unbalanced and inner regions are unbalanced. The main reason that caused the unbalanced development in the compulsory education is that the investment system of the compulsory education is unimproved, the state＇s devotion to the compulsory education is insufficient, the managerial power and financial power of all levels governments are inconsistent and so on. This paper based on analyzing and studying, come up with some countermeasures on resolving the problem of unbalanced development in the compulsory education.
