摘要
公众参与环境规划是公众的权利,公众参与是环境规划制定和实施的基础。在环境规划中引入公众参与,能增加公众对环境规划的认同感,并使公众的环境利益得以表达。环境规划中公众参与的一般模式包括公众参与的时间、参与的形式、参与的一般过程、政府对参与结果的回应以及对参与成本的控制。应从信息公开、决策程序化及结果公示等方面重塑政府角色。同时,加强公众参与环境保护意识的培养,建立环境规划中的公众参与制度,完善相关法规,以保障公众参与的有效实施。
Participating in environmental planning is the right of the public. Public participation is the base of the framing and executing of the environmental planning. Introduction of public participation in environmental planning can increase the sense of agreement to the plan, and help the public better express their environmental interests. The general pattern of public participation in environmental planning includes the following aspects： the time, the form and the general process for public participation, government response to the participation result, and the control on participation cost. The government should remodel itself by disclosing information, using programmed decision and making the result public. In order to ensure the effective implementation of public participation, the government should also promote the public consciousness on environment, establish the public participation mechanism and complete the law system.
