摘要
本文从煤炭资源相对资源租、绝对资源租、煤炭采矿权有偿使用管理体制和效果等方面对中国和美国进行了比较,认为中国的煤炭资源有偿使用制度还相对落后,应加快改革步伐。
After comparing China＇s coal mining right paid use system in terms of relative and absolute resource rent administration systems, and effects with American＇s, the author concludes that China＇s coal mining right paid use system has lagged behind. So China should expedite the reform process.
