摘要
原民政部推出的农村社会养老保险制度由于制度设计本身、选择的实施时机和政府的不积极作为等因素已进入衰退期,地方政府推出的新型农村社会养老保险的最大特点是地方政府的财政补贴,但目前尚不完全具备全面推广的条件。长期看,建立农保制度只能由中央政府强制推动,短期内需要处理好两种农保的关系。
The old social endowment system promoted by ministry of civil affairs of the people's republic of China in rural areas have entered the decline time,the social endowment system which local governments promoted is still incompletely to meet the reality.Therefore,building and perfecting the social endowment system in rural areas is only to be forced by the central government,in short term the governments need to deal with the relations between old social endowment in rural areas and the new social endowment in Rural Areas.
