In the process of urban electric power planning, its tasks and characteristics must be fully understood. With the guidance of scientific development views, several factors must be taken into account in studying the circumstances and phases of power industry development, which include electric power development together with the overall urban plan, the national economy and social development plan, and the land use and environment protection plan.
