摘要
科学技术是一个大系统,要充分发挥其"整体大于部分之和"的"剩余功能",就必须保证科学技术系统自身的全面、协调发展,即自然科学与人文社会科学全面发展,基础研究、应用研究与发展研究协同统一,技术引进与自主创新统筹兼顾。
The science and technology is a big system.
