摘要
教育公平的实现以教育手段利用机会平等为基础,只有教育资源的配置符合教育公平内在要求,受教育者的权利才有保障,这是缓解和消除教育发展二元结构的根本途径。和谐社会建设的本质是以主体为核心的和谐关系的构建。因此,教育公平是和谐社会建设主体基础形成的条件。内蒙古东乌珠穆沁旗模式以整合教育资源手段,通过区域内教育手段公平的利用,形成了实施教育公平的有效机制,为教育改革发展提供了具有实践价值的经验。
The realization of fair education depends on equal opportunity to make use of educational methods. Only when distribution of educational resources fits in with the intrinsic demands of fair education, can the right of education receivers be guaranteed. This is the only way to reduce and eliminate duel structure in educational development. The essence of building a harmonious society lies in constructing a harmonious relationship among education receivers. Therefore, fair education is the condition for building a harmonious society. Dongwu Banner of Inner Mongolia has integrated educational resources and formed an effective system to carry out fair education through equal application of educational resources. This model has provided practical and valuable experience for the reform and development of education.
