摘要
十一届三中全会以来,我国经济社会以及政治等各个领域的改革不断深入,但是,所有方面的改革都集中到了一点,那就是权力体制的调整和社会权利的确认。目前,已进入全面深化阶段的集体林权制度改革是一次既关涉到理论层面又落实到具体操作层面的改革。在集体林权制度改革中,什么样的权力运行机制能厘定权力维度、转变政府职能和实现生态效益、经济效益与社会效益共赢,并能真正实现兴林富农的目标,这些都是需要加以认真研究的问题。
Since the Third Plenary Session of the llth Plenum, the reforming of China＇s economic and social and political fields has been deepened. But all aspects of the reform has focused on the fact that the system is the power adjustment and recognized social rights. Currently, the reform of collective forest right system has entered a further stage both in the theoretical and in the specific implementing aspects. In the process of the reforming the collective forest right system, what kind of power mechanism can determine the power dimension, transform government functions and achieve ecological, economic and social benefits as win -win results, and to achieve the goal which farmers are rich and forest is lively. They are the key to this research.
