摘要
讨论了集体林权制度改革成果的保持问题。涉及所有权和使用权的价值实现路径、林地租金的形成及使用、林业要素市场及其交易成本、产权变更后的服务体系、政府与市场及社会力量的伙伴关系等问题。认为要长期保持林改成果,所有权和使用权必须拥有相互独立的价值实现路径。在福建永安,土地租金是林地所有权实现的基本方式。
The paper discussed how to maintain the collective forestry property relations, It deals with value path of ownership and tight to use, forest.land rent, forestry factor market and its transaction cost, service system after change of forestry property, telationship of government, market and society. It holds that ownership and right to use must be independent to maintain the outcome of forestry property reform. Kent of land is the basic method to realize the ownership of forestland in Yong of Fujian.
