摘要
环境污染对人群健康造成损害的经济价值评价一直是学术界讨论的热点．采用不同的价值评估方法-VPLL潜在寿命损失年法、VSL统计生命价值法、WTP支付意愿法对西安市1996—2003年的大气和水污染对人群健康造成的经济损失进行评价。结果表明：1996—2003年。西安市大气和水污染健康损失年平均为228792万-434237万元，占GDP的3．69％-7％。对居民健康有显着影响。
With different method of evaluation of value, adopting YPLL （years of patential life lest）, VSL（Value of a statistical life ）,WTP （Willingness to pay）,the paper measured the money value of economic loss of health danger of urban atmosphere and water pollution for the Xi＇an city from 1996 to 2003.By using several methods, it remedied the deficiency of single method and improves the credibility. And it is of great importance for consummation of the evaluation approach of the pollution loss and the urban environmental indicator system. The result Showed that from 1996 to 2003, average annual health loss of air and Water pollution is 2 28 7 920 000 RMB Yuan to 4 24 2 370 000 RMB Yuan, accounting for 3.69% to 70% of the whole GDP. The Pollation directly affected citizens＇ health.
