摘要
清季课吏馆是训练、考核候补官员的专门机构。课吏馆的开设以整顿吏治为目的,但对地方而言,则有缓解仕途压力的意图。在办理方式上,课吏馆除了在考课内容上注重时务、实学外,基本沿袭了以往甄选候补官员的做法。由于课吏馆管理废弛,特别是其甄选措施多属具文,最终只能流于形式,并未产生实际的意义。
The officials-cultivating Bureau (Keli Guan) was a special institution for training and testing the alternative officials in Late Qing. While it aimed at rectificating the disorder of officialdom, the institution also had a latent intention of the local government to relax the pressure of contending the official posts. Althogh the institution tend to train the alternative officials with current and practi- cal knowledge, the conventional measures were mainly followed. Due to the slack in discipline, especially its impracticable measures, the Bureau merely existed as an ineffective institution, and did not have any remarkable effect.
