摘要
火电厂污染物的排放已成为我国主要的环境问题之一。目前我国对火电厂实行总量排污收费制度,但排污收费标准与环境治理成本相比较过低,尽管排污收费缴费总额较高,然而却不能有效地促使火电厂进行排污治理。为了发挥经济手段对火电厂污染物减排的推动作用,提出了一套新的火电厂排污收费体系,并建立了相关数学模型,制定出新的排污收费标准。在该体系中,对火电厂SO2、NOx排放实行综合排污收费,而对CO、总悬浮颗粒物或烟尘的排放实行总量排污收费。算例分析结果表明,新体系利用市场调节机制,可有效促进火电厂污染物的减排,即火电厂通过采用合理的污染物减排措施,可较大地减少排污费支出,提升自身的市场竞争力。
Pollutants emission from the thermal pwer plants has already become one of the main environmental problems. At present, although the pollution charge system according to total pollutant emission is applied in China, but it hasn't effectively promoted pollutant emission from thermal power plants to be decreased due to the high cost of administrative management, low charge standard, and high total pollution charge. In order to exert the promotion effect of economic means to pollutants mitigation, a new pollution charge system for thermal power plants has been put forward, and related mathematic model being established, and a new pollution charge standard being worked out. In the new system, the integrated pollution charge is applied to SO2 and NOx emission, while charge on total emission being applied to CO and total suspended particles (TSP) or soot. Results of analysis from examples show that the new system can make use of power market's self- regulating mechanism to effectively promote the pollutants reduction of thermal power plants, That is to say, through suitable pollutants mitigation measures, the thermal power plant can greatly reduce the expenditure of pollution charge, enhancing its own competitive strength in the market.
